Nothing personal my friend but the FAA does NOT maintain control of the experience requirements. Public Law 111-216 which is indeed, an act of Congress does.
"(c) FLIGHTHOURS.— (1) NUMBERS OF FLIGHT HOURS.—The total flight hours required by the Administrator under subsection (b)(1) shall be at least 1,500 flight hours. (2) FLIGHT HOURS IN DIFFICULT OPERATIONAL CONDITIONS.— The total flight hours required by the Administrator under subsection (b)(1) shall include sufficient flight hours, as deter-mined by the Administrator, in difficult operational conditions that may be encountered by an air carrier to enable a pilot to operate safely in such conditions. "
That is Congress TELLING the FAA that the required hours "shall be" 1500. The FAA can not change it on the whim of the RAA or anyone else for that matter.
The entire text of the LAW is here.

I only stopped here for two questions:
Were the last few classes at RAH full?
Do you guys expect a drop in applicants because of the chap 11?

d) CREDIT TOWARD FLIGHT HOURS
.—The Administrator may
allow specific academic training courses, beyond those required
under subsection (b)(2), to be credited toward the total flight hours
required under subsection (c). The Administrator may allow such
credit based on a determination by the Administrator that allowing
a pilot to take specific academic training courses will enhance
safety more than requiring the pilot to fully comply with the flight
hours requirement.

The last classes (dec/jan/feb) had between 15-20 new hires in average. keep in mind the limited available space on the sims at FS and the amount of transfers from the Qs and 145s that RAH needs to get through class too. they are juggling with sim availability, new hires and transfers. one of the March classes is supposed to be transfers only.
Classes still look good for the next 2-3 months, on paper. of course people are going to get scared away, especially those who do not comprehend the complexity of the Ch 11 filing and those who base their life's future on comments read on Internet forums.
Attrition slowed down post-contract. Off the 30ish guys who left in Jan most went for Spirit, Frontiers, SWA or the majors, one left the industry.
Things were moving in the right direction. Now the best way to make the kill shot is to chase all pilots away and frighten new hires. The company is in this situation due to lack of pilots (because it was ****ty, because like all other regionals, management treated pilots like **** and wanted to pay FOs less than an assistant-manager at Wendy's), having none will surely send it to the gutters.

If you haven't started RAH class, run like hell. Bedford is desperate and incapable of any other management tools besides lying and manipulating his way into limping this dog of a company along. Protect yourselves...lifers find something better...newbies, wash your hands of this problem.

The paragraph right below says the following

required under subsection (c). The Administrator may allow such
credit based on a determination by the Administrator that allowing
