AA has hired 32 this year OTS who were not military. Of those, a number have come from “career jobs” including JetBlue, FedEx, and Emirates.

cant speak for republic but skywest pilots dont seem to have a hard time getting to Delta, Southwest, Fedex, spirit, Jetblue, Alaska, or even United. from what i have heard it is similar at republic. AA seems to be the outlier in only hiring from WOs but that probably has more to do with the % of regional feed that is done by wholly owned regionals and a free way for AA to make their regionals more desirable for new pilots.

They aren't shifting the flying down to WO s. AA does seem to be reducing headcount by retirements and fleet parking. The 80s are gone and 190 s are going. I have no idea what the plan is going forward as far as replacing that lift. AA is actually fattening up new hire classes beyond the originally projected headcount. I am sure this is to grab as many military people as they can, before they go elsewhere with a good offer.
There has not been any talk whatsoever of scope relaxation. Exactly the opposite is the stance. There may be a shift of regional flying away from non WO to WO.
