Default ADS-B for Landing Fees

With airports in Florida moving to use ADS-B data to impose landing fees, can we realistically expect to see more people flying around with ADS-B off in S. Florida? I'm aware of the regs. Real world, can we expect to see more traffic flying around without the gear? Not really an issue for me, but I could see it being a real problem for charter, air ambulance, etc. I know there's some lobbying on this issue right now.
