I don't know - I know the 22nd was said as the date, but I have little faith in political systems right now. There are so many things they could blame a delay on - FAA shutdown over the summer, the political wrangling in DC right now (OMB being too busy with other things to look at the rest rules, etc)

They were pushed back by the OMB until 11/30.

According to a Wall Street Journal article, the OMB has sent the rules back to the FAA with a request that they be modified to address industry concerns. Specifically the OMB suggests either a cargo carrier carve-out OR a longer time frame for the cargo carriers to implement the new rules. The article suggested that the new rules will most likely be pushed back until mid- to late December at the earliest.
