The fact that Harry Reid did not allow the Moran and Blunt amendments to be voted on for the continuing resolution seems to show that they want this to inflict as much pain as possible. If they close all these towers and cut all of the FAA employees' pay by 10%, for a 5% overall cut, it kind of seems like they are cutting less from somewhere else.

The FAA indicated that, while it still plans to stop funding the towers in June, some could continue to operate under funding from various airport authorities. The agency says about 50 airport operators and communities have indicated they may want to pay for operation of the towers themselves, and more time is needed to work out those details.

Yep.
When Gov. Perry of Texas and TXDoT came out and said they would fund all the TX towers on the list, people began to ask how come TX had the $$ to do it, given that states like CA are broke and bleeding fiscal red.
In a complete shocker
, that's when the WH decided it didn't want to have that discussion, so orders to the FAA administrator were changed. /sarcasm
