Are you speaking about the stolen Cessna Single Engine that busted the U.S/ Canada ADIZ. Both types of intercepts were used, (L/E & NORAD).

No, was thinking of the Nashville one, where a drunk Canadian rented a plane, flew across the border, circled Nashville airport for awhile then crashed on the runway, where nobody noticed until morning. It was last year. Obviously no intercept performed.

All supposition on my part on a possible scenario;
C-Aircraft Pilot files IFR to ??? CONUS with an approved E-Apis for same.
Crossed ADIZ on file plan, with assigned squawk and checked in with Center. No intercept necessary. All Good.
Never makes the airport.
Customs should have been looking for a missed arrival.
OR, just a Scud Runner.
Too many unanswered ???
NTSB report doesn't reference a flight plan or proper ADIZ Xing, but they might just be saving face for U.S. airspace security
