Occasionally ulcc will be same or higher then a legacy but usually they are not more or even close.

ULCCs charge for carryons, too, even the little kid’s luggage doesn’t fit in the free bin. Assuming just carryons, that’s $160-$200 each way in just bag fees. Add a stroller and the fees to pick a seat, and you are north of $350 each way in fees.

When my family of four travels via a legacy, we each have our own little rollerbags. But if we were going to travel via a ULCC and trying to save money, we wouldn't travel that way. We'd fit it all into one checked bag and just have a backpack to carry anything the four of us needed during the trip, maybe not even that if we could make my wife's purse do the job. Truth is, as someone with travel bennies, I don't pay for travel these days so I don't know the numbers for comparison but I'd be willing to bet that I'd be WAY cheaper with a ULCC than a legacy doing that.

Doesn’t matter who’s luggage it is. You get one seat, and one bag under the seat in front of you. Anything beyond that is a charge. That’s the deal.

Personal Items: Personal items can be no larger than 14” tall, 18” wide, and 8” long. Personal items must fit completely within the personal item portion of the bag sizer. Think purses, totes, computer bags, briefcases, diaper bags and kids backpacks!

Go look up a route right now between any legacy and either frontier or spirit. with bags. and hell throw in a coke per person per leg at $3.
If you find a flight where it's still cheaper, I will eat my words.
Last time we flew BWI-DFW it was $640 per person RT on american, $120 per person on spirit. even IF all 5 of us checked a bag AND brougth a carryon AND bought a big front seat AND got 3 alcoholic drinks per flight, it was still WAY cheaper.

And which company is making money on that flight? Tough to say but ULCC’s are generally in a better financial position. Frontier could already be 90% full and they jack the prices up for the last few seats. Can’t really see the big picture from the outside looking in.
