I think that is reasonable considering it is offered as an option during the application process.
I’m a pilot, but if I knew an IT specialist with a desire to live in Fort Lauderdale, I would definitely send them a job advertisement from my email inbox.
If hired, that person might even be able to get me in the door down the road if I was still looking.
I just don’t see how it is insulting or embarrassing. When I get upset about something, I take a deep breath and try to see it from another perspective. This solves a lot of perceived problems.

Why would I take valuable time out of my day to forward a job opportunity at a company that didn't have the common decency to even give me a chance to blow an interview, nor even know what the culture is like? "Hey buddy, try this place, they told me to F.O., but it should be great"

I could care less about XO's moronic solicitations. Just hit the delete button. If they can't manage a simple IT issue, maybe it's not really worth working there.
So, I don't get hired by XO, so what. Maybe there is a good reason NOT to go there.
