Seems smart to me, if they are hiring them as Captains and only pay $45,000.
They can hire people to work as Captains, but not have to pay them as captains ($45,000 is terrible pay for a Captain/instructor). It sucks for FO's, who will not upgrade because they hires an "instructor" that will fly the line as well and take the seat away from them, but it makes financial sense for the company.
With new hire FO's making more than $45,000 at half a dozen companies now, and instructors making much more than that just about everywhere, I can't imagine that any good instructors would even consider doing it.
