Honestly, I have friends at Mesa and they seem to like it. They are happy about the quick upgrades. However, envoy has a better contract and flow. Envoy and AA will allow you to say in Dallas. In the future Envoy, PDT, and PSA might be the best or the only way to get to AA.
Envoy you are going to have to interview. The fact that Mesa doesn't scares me. You will get an offer if they like you same day. After that they do background checks and you get a class. Could take about a month in all.

Go Envoy. Upgrades at mesa are finished. we are now pushing 3 year upgrades, no contract insite, moral at an all time low, and are canceling flights due to lack of crews. My phone rings every day i am off trying to get me to come in.

Yes, they closed ORD and CLT, and PHX is shrinking. However, they OPENED DFW and IAH, and expanded IAD. Base closures are not an indication of how well or how poorly the company is doing. If they were closing bases and furloughing, that's a different story. Resources are being reallocated to other bases that are growing.
Fact is, they just got 30 new 175's, and new CRJ900's. And for a while, upgrades were happening at under 1 year with the company; most recently this month with a JAN 2015 hire.
LAX was always temporary. Rumors flew about a possible base, but that's what they were; rumors.
I work at MESA and you are a little off on your Facts....
The last of the 175s are here so that path of the upgrade train has slowed significantly. The new 900s replaced older aircraft so no growth there. IAD has not expanded, they are still using the same tired 700s. The only increase in IAD ops comes from the IAH based 175s flying in and out. The upgrade time is now at 3 years due to no growth and the lifers at the top not going anywhere on the CRJ side. The ejets are staffed with younger/new pilots who are building time then leaving so upgrades are due to attrition only. A recent bid had no CRJ CA slots and 6 or so ejet CA slots. There were minimal upgrades from May to Sept just to try and staff the summer flying.

In IAD there are 75 FOs and 90 CAs on the list. The top 60 or so CAs are barely trying to move on, if at all. There are a lot of rsv CAs flying as FOs because the company can't get enough FOs. The FO rsv grid is red everyday.

MESA is losing 1 pilot per day and successfully hiring a lot less than that. The majority of those leaving are FOs headed for LCC's and ANY other regional. I'll be one of them soon.

For the OP...
The pay at MESA is ridiculously low, the health insurance is very expensive and poor coverage at best, work rules are poor, hotels are fair to poor and no quick upgrade (if you are chasing TPIC).
Go to Envoy!!

Forgot to add: Our MEC and NC are a joke, nothing but lip service from them and no new contract anytime soon, maybe in 2018.
