Thats not a issue at LGB, they'd just have to pay a fine to land. I can guarantee you a flight won't cancel just over a fine.
As for SNA vs LGB, its night and day as far as yields and profit go. LGB is a dumpster fire of very low fares. WN giving up on EWR and going all in on LGB is perplexing. So many other now vacant routes and gates to back fill in, and they rush into LGB? good luck.

Well if you were wondering why JetBlue left LGB for LAX, it hasn’t even been a few weeks since the dust settles and B6 rolls out multiple international routes and MINT routes from LAX.
City of LGB was too tough to deal with for B6’s model of TransCons (CurFew issues) and no customs facility. LGB will work much better for WN’s SoCal network, and West Coast point to point flying.
