If you pass your interview, what training materials do they mail to you?

They dont mail you anything. At some point you will have to go in for a logbook review, at which point you will get the very basic stuff. A few days later they will email you the login for manuals and such.

I had a phone interview on Monday which seemed to go well. Any idea how long it usually takes to find out whether you get to proceed or not?

Usually the next day but they’re super swamped with work right now.

Silly question but are the ULCC companies, aka Spirit, Frontier, maybe Allegiant, considered a move "up" above the ACMI companies ?

They are major airlines. Who cares what they are "considered?" Do what is best for you and your family.

I did my phone interview on Friday the 2nd. They sent me an invite for a video interview about 4-5 hours later. I did my video interview on the 6th, still waiting to hear back. I told them
I wasn’t able to start until September, don’t know if that’s what is taking a while, but I seem to remember them saying they would get back to me in a week I think. I am just religiously checking my email!

Yes....that does seem a bit silly of a question, yet I guess it depends on why your asking. So.....why are you asking?!
