ICAO Flyover/ Flyby Fix
I would greatly appreciate it if someone could point me in the right direction to find out when a fix that is not depicted on a chart or an approach plate is classified as a flyover or flyby fix.

Tony is right, but I'll expand. There is no such thing as a fly by or fly over fix. The terms fly by and fly over are only applicable to waypoints. A fix is basically something that can be identified using any conventional navigation method or GPS. A waypoint can only be identified by GPS/FMS or some other global positiong method. Any procedure that requires the use of global positioning will indicate on the appropriate chart if a waypoint is a fly by or fly over type.

If you are talking about waypoints, the circled ones are fly-over. No circles are fly-by.
What exactly are you looking at? Which Chart ? Which fix?
If the fix is not depicted how could you even fly to it?
