Default ALPA -> ALPA Merger Policy

What is the current 2014 ALPA merger and fragmentation policy in terms of SLI between two ALPA groups? I thought I read somewhere that the UCAL merger forced some changes.

ALPA's merger policy is non-binding and always tilted towards the carrier with the larger dues-paying pilot group. Ask any old Frontier pilot.
