It's doable, although short call would be pretty tight. Closer you are to Richmond the better, since both 64 and 95 can become instant parking lots. As a line holder, no problem.

Maryland eastern shore and Delaware are good options.

Drive times for me from Dover area.
IAD 2:15
DCA: 1:45
BEI: 1:30

You must be getting very lucky with traffic! It can take me 2:15 to get to/from Annapolis-IAD some afternoon/eves.

I've always left Annapolis 2:10 prior to showtime and knock on wood...I've never been late. Waze has been very useful as an aid to decide if I go north or south.
