Default Quick PBS question

When I bid 'Set Max Work Blocks', does it count my carry in pairing and/or preloaded training as work blocks?

Disregard...I ran the BAT and it looks like the Set limit applies only to blocks awarded by PBS. In my case I have 2 preloaded work blocks, and when use "Set Max Work Blocks = 3" PBS awards 3 blocks in addition to the 2 I started with.

Think of it as "SET MAX WORK BLOCKS TO AWARD" and it makes more sense.

Yes, that is correct approach to the SET command. One caution, if a bid goes into completion/denial mode the SET command is dropped 1st and the balance of the bid is used. Make sure the last bid group is sound without it. Run a sample BAT with a bid group that doesn’t have the command is my recommendation. You can delete it later. My 2 cents.
