They plugged the coat-leatherjacket-overcoat loophole in the Nov 14 revision.

1.80.1 Further defines “coat”: The winter uniform policy requires wearing the hat with either the uniform coat, leather jacket, or overcoat...

Half the year yes. The rest of the year no hat. Some guys wear their hat year round just to be safe.

Caveat... On the next page of the FOM there is a chart that has more detailed guidance for the leather jacket... Specifically says cannot be worn internationally...
