Don't know; probably doesn't matter. If they are going to call you off of your 2019 app they are still going to call you and when they do I suspect that they will tell you to submit a 2020. I have a hard time believing that continuing to show interest in 2020 is somehow going to harm your file. All my opinion, who knows what goes on behind HR doors. If it were me, I would be the first to hit submit in 2020. I think each application is separate other than carrying the information forward. If the algorithm liked your app in 2019 why would it not like it in 2020 with the same information but more flight time. Best wishes hope to see you flying UPS colors soon.

FWIW: At one point a few years back there was a rumor going around that the way HR chose applicants was for them to wait for X number of applications to be submitted at which point they would go thru and select who they wanted to interview and, possibly, who they may want to interview at a later time. This suggestion felt plausible as it explained the active vs inactive vs locked conditions people were experiencing. As best as I can recall from these threads, locked is a good thing.
