The way he worded that is confusing. HAL already had 8 options. Did he mean that are confirming 5 of those or are they just adding to those options. He also said the future fleet will be 17 so it sounds like they are exercising 5 of the existing options not adding 5 new options

They are exercising five of the existing options bring it up to 17 confirmed orders

That was my take as well.
If they were just emphasizing the fact that they had options, I'd be concerned that they were dangling WB carrots to grease the JCBA skids, but this does not appear to be that.
Methinks they might be expediting their international plans to counter DL's moves. In the past they would have retreated immediately at the first whiff of competition.
