I have seen this come up in several conversations with new hires, they are given the incorrect impression by crew schedulers and never bother to find out what is actually the rule.
I do not know the PHX based LUS reserve rules, but on the east side of LUS it is "90 Minute normal drive time to the airport" There is no hard number, you simply must be within 90 minutes drive time to the parking lot, this 90 minutes does not count getting dressed, waiting on the crew bus, going thru security, etc.
I am not on reserve, but I have spent about 10 years on reserve on various airplanes to date, and one thing I can say for sure is that at some time in my remaining career here I will be reserve again, just like 80% of everyone on the property will be. There are very few active pilots at this airline that will not be affected in an adverse way by setting a 2 hour hard number.
Most pilots in the east bases live around 45 minutes away in good traffic, and many pilots live over an hour away in good traffic, catch it at rush hour and it can be much longer.

I am ok with the concessions the company wants if we get some improved work rules. The 2 hour call out is a no brainer, if you can't get to the airport within two hours you need to bid long call. The sims at night is the same thing, most of those guys will be used to it anyway. Dom/int category is also something that i don't get. If we can get more money and a trip or day rig I would be satisfied.

Leave callout the way it is, it wasn't broke before so don't try to fix it. They wouldn't be asking for it if it wasn't a concession.

I have seen a lot of promises from the Airlines over the years.
A DB plan promising 60% of FAE for life, with the mighty ALPA monitoring the plan.
LOA 93 that ends at the end of 2009 with 3% raises.
All it is going to take to lock you into 2015 pay rates for years is a major world event that hurts the Airlines. We will get parked in Arbitration for years

Also for those of us on the east who think short call doesn't apply to them, that they can hold long call -
Right now in CLT we have a 50/50 mix of short and long call. Per the MOU/MTA there only has to be 20% long call lines. You think when the company says we aren't implementing the 12/13 days off for reserves due to staffing that they won't reduce the long call lines down to 20%?

the callout is broken, people abuse it constantly. You can't tell me that there is any reason to take 3 hours to get to the airport unless you are out of base. People are sitting reserve out of base and trying to game the system. If you live in base 2 hours is more than enough time. Going to 2 hours may be a minor concession but it's one i'm willing to make for 50 grand.

That's the minority of reserves. Also, long call pilots can be assigned short call multiple times/ month.

Ignorance is a poor place to attempt to negotiate from. If no one has seen it, then clearly no one looked. If you don't know and understand the provisions you have, it's going to be very difficult to understand what you are getting, or giving away, in a proposal.
The devil really is in the details. One has to look beyond the hourly pay rate to see what one is truly getting.
"Never mind the quality, feel the width" as Jerry Glass would say, if he were a tailor, instead of a sleazy corporate hit-man.
This is the soon to be extinct, but still status-quo applicable provision for LUS East pilots:
Section 25(E)2. Short Call Reserve Call-Out Time
When called by Daily Scheduling, Reserve pilots scheduled for Short Call reserve days must be in their domicile on their scheduled duty days. The area considered within domicile is defined as the geographical area within ninety (90) minutes normal driving time to the airport.

Hardly. Compared to the 2016 MOU increase, it's a substantially smaller number. Add to that the monetary concessions that will water it down even more, like insurance taxes and the loss of mid-term adjustment (to Delta/United) and it gets even smaller. Then further add in the non-monetary concessions and well,..............Pass.
Parker will have to do better.
Try not to get drunk on what looks like high class booze just by looking at the bottle. The bottle Parker wants us to swig off of is filled with cheap rotgut.
