Is Atlas hopeless if you meet the mins but have zero internal recs?

Yes, the internal rec does not help you get a call. It helps once you get to the interview.

Where are you getting this information? I just checked and the new vacancy award isn't out.

I don't know if this was answered directly or not in the responses following. If you are saying you went back and read and meet the min's or whatever, then you probably already know this, but to be sure, as another military reservist who just got hired, they used a .2 conversion for my time.

I counted 18-20... I'm not sure what's up with the two guys with the strange reference to the contract listed next to their names and I don't have a contract on me right now.

They are within one year of retirement, and the company is NOT obligated to train them on the new equipment and new seat, but the two WILL be paid at their new awarded position (767 CA pay for staying on the 747 as an FO).

No 767 pilots had their seat locks released. I believe next month there's no choice for the company in the matter.

ANC shrinks by 16 so that there aren't New Hire slots for the 767 guys to fill next month when their locks expire. I'd be furious about that if I were a 767 guy. The company is clearly worried about staffing CVG on the 767 when those locks expire.

Random aside, every FO on the 767 can hold almost any -400 base. ANC doesn't need vacancies. The reason nobody filled the LAX and other vacancies is because the locks don't start coming off until next month.
