So it has been a week since I interviewed at ASA and I haven't heard yet. I got a call from them last Thursday regarding an incident I had. The NTSB report hadn't been published until Friday morning. I sent them an email with that report that morning. Still haven't heard.
Considering they told us to expect to hear in 5-7 days, when is it appropriate to follow up? Should it be done by phone or email?

It's a holiday weekend, sounds like they are all ready to hire you but needed to confirm that the incident did not reflect too badly on you.
They probably have to run it by the boss, which won't happen on a holiday.
I would guess that if the incident wasn't a real bad deal then they will hire you. Just a guess.

When I was a CFI we had a aircraft return back because of a similar reason, however they were still on the ground when the rudder pedal jammed so they just taxied back.
Sounds like you did a great job saving your skin on this one.
I can't see this be detrimental in your job prospects.

The plane went into a left bank that you couldn't get out of?
If anything they should hire you for safely landing the airplane after experiencing all of that. Good job, man!
Did you ever find out who left the flashlight in there?

If AE denied you because of this I suspect it was simply due to the fact that the investigation was not complete.
Unfortunately, this is only a preliminary, not a final, report. Airlines usually won't hire someone who is under investigation until the final report comes. If I were doing the hiring I would probably make an exception in your case since the prelim seems to pretty much provide all the answers, and actually reflects well on your piloting ability.
But I still think they will need the bosses approval...while every airline has a manager on duty 24/7, that is only for flight ops issues. Administrative issues have to wait until normal working hours. Be patient.

Some carriers has a dim view on incidents and accidents, we're really not sure how to read Eagle. I had a bird strike incident years ago, if it were not in the NTSB database I wouldn't even bring it up. I'm also too humble to tell them that we were nominated for ALPA'S superior airmanship award.

As far as AE - the interviewers may very well have wanted to hire you but there might be a company policy in place that prevented an employment offer. You never know - company policies are created and abolished all the time.
