Where does the money go.......

Where does the money go.......
I just heard of another change no one told me about and I'm not sure where it is in the contract.
Old school. When a Flex or instructor needed a line check they bumped folks off of trips that were already assigned. Good deal if you got bumped. So the line pilot got the pay for the trip, and the instructor got to pick his trip.
New school. Before open time is released Flex guys and instructors are assigned trips (that they did not pick) out of open time for their line checks. So the line guys do not get the pay since the trip was never assigned. Guess who gets the pay, someone has to it's in the contract.
Well, it seems our UNION GETS the pay not the pilots.
So, who tracks the money? How much is there? What is it used for?
We have a lot of instructors getting line checks and our union is getting the money. I'd just like to know who keeps up with it all if anyone?
If any of you smart guys know, I'd love to hear. Seems like more money out of the line guys pocket or at the very least another good deal is gone.

The Company has also been assigning pairings to reserves due line checks way too far in advance to avoid bumps as well. They still need to follow advanced reserve assignment rules, but we need to watch this stuff whenever we can.
Here is the CBA language. Another in a long list of hits we took...
G. Open Time Assignments
1. Following resolution of phase-in confl icts, open time may be
used in the following order: training assignments, phase-in
make-up (including MUV, as provided in Section 7.G.5.a.), and
then substitution/reassignment. Remaining open time shall be
used for construction of secondary and conversion lines. After
construction of secondary and conversion lines, open time may
be used at any time prior to or during a bid period for PMU,
substitution/reassignment, custom line construction, advance
reserve assignment, advance volunteer assignment, make-up,

training assignment and Association Fly Back (AFB). However,
during the fi rst 12 hours after the publication of open time, only
pilots shall have access to open time trips starting in the new
bid period. The Company may also use open time before the
assignment window in order to assign a trip to an R-24 pilot.

On the surface it seems like a small deal, but in reality it's huge.
The answer a union guy gave to, where does it go?, and who watches and accounts for it? was..... "I don't know"
With this group on here I figured someone might have heard a better answer. I guess not.

not surprising, I will also push for a better answer. The problem we have in this area is there is no real definition of "training assignments". In my opinion this would be IOE and maybe just a few other categories, but line checks are really not training. I would like to see a detailed list of what they can use, but I think the Company once again is the big winner.
