You may already know this, but just in case...

They didn't fill anything on this practice bid. This is a "This is what the bid would look like IF it closed today." There will be a third practice on the 13th of Feb, and it closes for real on the 18th. THEN we'll know what goes unfilled, and the only thing that's certain is that the real award WON'T look like any of the practices.

Yeah, I am aware of how the process works. It will be interesting to see how close, or far, the final bid resembles the last practice one.
