Practice bid

You read it here ...
Bid 07-03 Practice Bid Additions
FCIF 07-0555 (Admin)
Issued: 10/11/07 2134z
Source: JL
Suspense: 11/19/07
Approved: JL
ALPA and several crewmembers have suggested more practice bids to help
crew members try to figure out sooner that if they want to bid the FDAs,
do they have a chance of holding them? Good suggestion.
In addition to the already scheduled practice bid on November 13th, Bill
Hauser's manning mafia has agreed to add practice bids on October 22nd and
November 1st. The bid still closes on November 19th. The sooner you bid
what you think you really want to do, the more accurate these will be for
the fence-sitters trying to pick a spot.

LOTS of SFS Captains on the HKG list, wonder if they are going to stay that way...

Old Heads -
Yeah, yeah, I know practice bids are worthless....
BUT, riddle me this Batmen:
Are the # of secondary vacancies shown on the "practice bids" something that is well correlated to the number that will actually be shown/filled on the actual bids?
...are the # of secondary vacancies controlled contractually, if in fact they are created by those awarded primary bids?
...or is it something that management can just decide to fill, or not fill, after they see the primary bid results?
