Had this same issue two years ago. I never did get a good answer on the deviation money. I didn't spend the deviation money so it didn't matter for me. Sorry I can't help you there. I think you should get the bank money.
The OTP bank is good for this bid month and next bid month. Any time left in your OTP bank at that time will move to your normal bank time. The good thing with OTP is you jump to the front of the line for picking up trips out of open time and they pay 125%. The priority stays as long as you have at least one minute. For instance, say you have 30+01 hours in your OTP account. If you pick up a 30 hour trip you get 125% for that whole trip, and your request is processed before regular open time requests. After that trip you have 1 minute left in your OTP bank. You still have priority in picking trips, but you only get 125% for that one minute. The rest pays normal pay rate.

If you are pulled from a trip and put in sub, you retain the deviation bank from the original trip regardless of what you do in sub (accept or OTP). If they offer you a trip in sub that has a DH and you turn it down and elect OTP, you do not get that money just as if you had dropped a trip. If you elect OTP you are credited for the trip and have 2 bid periods to make it up at 125% as stated earlier. If you don't make it up, it is subtracted from your paycheck after the 2 bid periods.
