Easy to get? Not really. Those who decide what info is disseminated don't think it is good policy to let this kind of stuff leak out.

I predict a few primary vacancy positions to HKG inorder to discourage 90% of the "game" players from playing.

Won't work. Those slots will just go to more 3.5 year seniority captains!

Wouldn't that erase the passover for those senior to the 3.5 year folks?

This is an interesting question.

Should those who should be getting passover from a previous bid (727 CAs) get a HKG CA slot or more senior folks who bid it on a subsequent bid?

If I understand your question correctly, different bid, so seniority rules on that bid. To keep passover pay (those not senior enough to hold on this subsequent bid), I believe those individuals must keep HKG Capt on their standing bid. Just my interpretation of the CBA...could be wrong.
