Default FDX: Feb VTO's?

Anyone want to guess what the VTO's will be? I guess they could be as low as 48. Right?

My Guess? Gotta be within 13 of the high line, right? So, 58+21 for MD Capts!

Section 25.D.2.e - Secondary lines shall be constructed to comply with the provisions of Section 25.D.1.b. through D.1.e. (above); provided, however, that a secondary line constructed as a reserve line shall comply with the provisions of Section 25.D.3. (below).
Sec 25.1.b - Regular lines shall be constructed with a maximum of 313 hours TAFB in a 4-week bid period, and 390 hours TAFB in a 5-week bid period. Regular lines will only be constructed with a maximum of 15 work days in a 4-week bid period and 19 work days in a 5-week bid period.

c - Regular lines in a 4-week bid period shall contain at least 1 block of 4 consecutive days off, 1 block of 3 consecutive days off and 1 block of 2 consecutive days off. Blocks of days off may be combined.

d - Regular lines in a 5-week bid period shall contain at least 1 block of 4 consecutive days off, 2 blocks of 3 consecutive days off and 1 block of 2 consecutive days off. Blocks of days off may be combined.

e - Regular lines shall be constructed so that the difference between the high BLG and low BLG in a bid period package shall not exceed 11 CH. At the beginning of the January, 2008 bid period, the line spread shall change to 13 CH.
Section 25.D.3.a - A reserve line consists entirely of R-days and days off.
In a 4-week bid period, a reserve line shall contain a maximum of 15 R-days. In a 5-week bid period, a reserve line shall contain a maximum of 19 R-days.

b - In the top 60% of reserve lines, R-days shall be grouped into a block(s) with a minimum of 4 R-days. Other reserve lines shall have block(s) with a minimum of 3 R-days; provided, however, that reserve lines that contain blocks of 3 R-days shall not contain any R-days on weekends.

c - A reserve line may be constructed with an additional R-day(s) that carries over into the following bid period.

d - There shall be a minimum of 10% R-24 lines per bid pack, with a minimum of 1 R-24 line (described in Section 25.M.2.). The Company and the SIG shall coordinate to establish a percentage of R-24 lines by bid pack, and this percentage shall be reevaluated on a quarterly basis.

Interesting that this question is asked. I don't see any guidance or allowance that would authorize establishing a credit hour cap for a VTO line. The paragraphs are correct that you've included - which says split between low and high lines will be 13 credit hours. The ONLY difference is - the secondary line builder can use R days - the line builders can not. If the low line built is 68 credit hours - the high VTO line should be 81. With regular lines built below the 68 hour minimum, I'm not sure what they'll do.

Once again, the Company has opted NOT to comply with this section of the contract either. In OCT '08, a cap was established lower than the 13 hour split, but the cap wasn't put out in an FCIF. None of the VTO recipients had any idea what to ask for, since their request might be well within the 13 hour split, but above the arbitrary credit hour cap. Since then, an FCIF has been published, only verifying their violation of the CBA, not in compliance with the 13 hour split.

I believe for FEB, if the Company is going to establish an arbitrary VTO credit hour cap not in compliance with the CBA 13 hour split, that FCIF should be published prior to the bids closing. I doubt it'll be 48. High credit Captain line in ANC is 71:09 - so the low built VTO can't be less than 58:09. The low line is 61:02, so the high VTO shouldn't be above 74:02. However, with [their] recent history of contract compliance, what you see is what you get.

If you bid a VTO line for Feb or you end up with one, ask for MAX BLG as your first input.
