Where you want to live depends on what you want to carry.
Downtown/Midtown is definitely .40 S&W terrritory, in the suburbs you can probably get away with a 9mm.
Get your concealed carry permit and pack as often as possible. If you don't pack, get a Kimber "Guardian" pepper spray and always carry it to ward off the scumbags.
If you have kids/wife, Germantown and Collierville are the only way to go, unless you plan to send the kids to private school.
Sorry you have to move to the planet. But don't listen to me, just ask the koolaid drinkers who'll say "It's GREAAAT! (with a big ole southern accent) we love it here!"

Oh, sorry. That bit about the suburbs being 9MM territory is outdated information. I forgot, my wife recently demanded an upgrade to 40SW from her 9MM after watching the Memphis Eyewitless News report about a home invasion well outside the usual DMZ small arms threat envelope. TINS...

I am not a native memphian. I have lived downtown and Germantown. If you have a family you can find a nice 20 year old house in Germantown with upgrades for 300-350 in a school district that you can actually use. If its you and the misses, downtown, harbortown, south bluffs is near lots of nightlife and restaurants. Lots of families in harbortown as well, but the price per square foot is higher.
In my short 5 year in mempho, traps to avoid is midtown and cooper young. If you like old houses, Central gardens and Evergreen are nice, but the crime factor does come into play.
collierville is also popular, and you can get new construction for 350-400.
If you live in the city limits, you are committing to private school.
County schools are better, but my kid is only 19months old so no first hand experience.
Good time to buy anywhere.

If you like your beat down low and your top laid back and you're ridin' 24's with a chopper in the back head for CORDOVA.
If you're ridin' dirty and worried the Po-Po gonna see you lean and you all tinted up so you won't be seen head for ORANGE MOUND.
If you in a drop top Chevy with the roof wide open and your partners looking at you to see if your eyes is open shoot for Mid-Town
If you have your sights set on spiritual enlightenment to the 10,000,000th degree Collierville is your best bet.
Should you enjoy the safety of a 7.32 mile perimeter fence of crack-row housing, Germantown is where you want to be.

I am a native Memphian! While it is true that Memphis has trended towards becoming the Detroit of the south, overall it is no worse than Atlanta or St. Louis to name a couple.
Germantown and Collierville are well known, but there are other areas to consider. I live in Davies Plantation. The lots are 1 acre plus. It has a rural environment with the conveniences of the city nearby. We are in the city of Bartlett. The services are excellent, and the government is very responsive. You can actually pick up the telephone, and speak with the mayor or any department head.
The public schools are the same as those in Germantown and Collierville (Shelby County Schools). In addition there are several excellent private schools in the area.
The other areas I would consider are Lakeland and Arlington.

Subscribe to the memphis paper for a month or read it online and you'll get a feel for the violent nature of the city. You should also spend a month or two (just you) living in Memphis and checking it out, before you subject your family to living there. Guys from Memphis don't know better, they are used to all the violence and tension. I have lived all over the U.S. and overseas and Memphis rates in my bottom 5 (Iraqi, Afghanistan, Most of Africa, the poles, north and south and Memphis) good luck.
