No, from the bid announcement:

Displacement Bid 09-202 will displace up to 30 Captains, 33 First Officers, and 46 Second Officers from the DC8. The full displacement of crews from the DC8 will occur in multiple bids offered as training allows.

Still enjoying extended time off:
40 DC-8 CA
42 DC-8 F/O
64 DC-8 F/E

Wouldn't it make more sense to realign everyone so at least they are "working" (ie. extra reserves....meaning no JAs and OT whatsoever) while they are paying them instead of paying them to do nothing? How is this cost effective?

FP,
UPS is limited by training slots and our contract. Even if they moved everyone now on this realignment/displacement, they would still sit and not fly. Outcome remains same. Training pipe is staying full and can't make it eat the crews any faster. If they do it in successive shots, they can more accurately fill seats they really want instead of making that dartboard shot now. A good business decision actually. UPS can more accurately seats to the business requirements 6 months from now. Also, ATL shutdown the fleet all at once allowing no phaseout while employed. This was a new kink for the airline. UPS is taking the charge for the costs associated with shutting down the 8 which is common business accounting.

It's cost effective because of the MOU,the money we gave back
or that they didn't have to pay us is used to finance the guys
that are sitting at home.

Exactly, which is slightly annoying. I signed up to prevent furloughs not to pay for DC8 guys to have paid time off. Of course, I'd rather have the money go to our guys than management.

So does this mean I won't have to retake my FE written again next year to keep it current?

Hopefully, the economy starts to turn, utilization goes up, and guys start to retire at 65 and all will be right with the world.
