7.C.3.c.
3. Vacation shall be bid and awarded as follows:
c. The third vacation bid shall be distributed in the first bid period package published after the second vacation bid closes. The third vacation bid shall open on the date indicated on each vacation bid pack and close at noon, 14 days later. The third vacation bid awards shall be published 7 days after the third vacation bids have closed.

Actually that 7 day limit applies to all the vacation passes not just pass 3 (para 7.3.C). They have been publishing the previous awards pretty quick so I wonder if the vacation lady is on vacation (yuk, yuk). The last two passes were awarded the same day they closed.

It's a system issue. The IT folks just can't get it to work. We just don't have the systems personnel to publish the bid. It's due to limited system resources.
It's like a real-time reserve list, real-time trip trading, publishing the bidpack, automatic pay for irregularities, etc. Same excuse for everything.
They can tell you where a package is instantly anywhere on the globe, but they can't make anything that involves the pilot group and computers work correctly and on time. Just a matter of priorities.
I know this was a completely digressive rant, but I was expecting a company message with one of the above excuses. It seems to happen with almost everything these days.
