In general, you have to "slide" before you expand. I think the system is set up so that once you expand, it won't let you slide. Not that that is necessarily correct via the contract, but that's how the computer is set up. We wouldn't want the contract or the right way to do things get in the way of technology after all.

I believe another problem here is that this vacation is tied to the July bid month. All sliding needed to be accomplished in the Jul conflict/input window back in June. Once that window closed, the footprint of the vacation days was locked. Since your vacation is also in August bid month, the only thing you might possibly be able to do is expand or possibly extend. But you are still limited to the credit hour limits based off of the number of vacation days you are working with.
