Actually...
In our collective bargaining agreement, Article 5. S(1) states we are given the contractually guaranteed "right" to jumpseat for personal use.
Put into perspective, any item in our contract given to us for our benefit:
Crew meals, jumpseats, hotels near civilization, etc. were a product of negotiation not privilege.
In other words, we gave up something for these "quality of life" benefits. I doubt seriously UPS Labor came to the negotiating table and offered these free of charge. Unless someone can document otherwise, these so-called privleges were given Quid pro quo (something for something).
IMHO, the ability to jumpseat is a contractual right because the company would be in violation (breech) of contract to remove its' use.
On the other hand, if the company extends us a privlege and removes it (62" wide screen TV in the mail room), we have no recourse.
I'll leave it at that.

ANC is my THIRD domicile, in just over 3 years at UPS.
Which one do you think that I should have moved to ? All of them ... I'd have 2 houses to sell you then.

And 2 move packages to collect ... what a bargain !
Actually, I did move to the first on my own. It didn't work out so great when I got displaced again and again. So as much as I hate to commute, there really isn't a much better choice ...
Imagine if we all did live in base ? That would have worked out great for UPS when Redoubt blew ash and closed the airport at the second largest crew base in the system. It was pretty convenient having commuters then wasn't it ?
And by the way, I still have to drive a car to work like the rest of the people !

You are very correct it is the Captain that controls who is on the jumpseat without a doubt! No questions about that.
My point is that if you commute to work then you need to be ready for what happens, bumped or what ever...

well heck its not like we had everyone knocking on the door to help or receptive to the reschedules... think again... Dont think just because you are a commuter you were willing to work with us... that's a joke! we had guys sitting at home not calling us back and playing games... so really it didnt matter where anyone was it still was a struggle...
