I think the argument/concern that "the new rules will end commuting as we know it" has proven to be untrue.

During the final rule making process the cargo companies influenced the regs enough to allow the hub turning to continue.

They did that in case they were not successful in getting the "cut out"...or if the "cut out" was subsequently overturned.
