Like someone else mentioned, some airlines will call in this case. IIRC that was always supposed to be the alternate verification method in case of outages, which have been very rare with the system. In fact that was a source of contention early on as some airlines like our own required electronic picture verification at a time other companies hadn't gotten that functionality yet and were using computer or phone verification along with a passport.
