Runway incursion at TEB on June 17th

The NTSB web site had this runway incursion listed today

This was a serious incident. If it had been a Challenger Jet that did the abort, it would have probably been a collision. Turboprops have instant reverse compared to Jets. Blowing both main tires helps too. Runway incuursion are not limited to uncontrolled airports (remember Quincy, ILL)

Although I would place the primary blame for the incident with the Tower for not verifying that the Piaggio was clear before issuing a take-off clearance to the cirrus. This being said however, what was the Piaggio crew still doing short of the intersection over the 40 seconds after their clearence was issued? I think that getting approved for a short delay may have been in order. Also, if the cirrus had looked left and right before simply jamming the power forward, the incident would not have occured like this because those departure points are easily visible to one another.

Being to TEB on the 6-17, I can say, that they DEFINITELY had new guys working ALL freqs. TEB has some of the greatest controllers in the biz, but that day, they were not impressive.
Although the 40 second delay from the P182 was unacceptable, the tower SHOULD have seen the delay on the roll. Both runways 19 and 24 are visible from the tower (I go to TEB at least 5 times a week. if it was 1 and 6 I could see the problem.) This doesn't mean the P182 couldn't have said, "Hey, we are rolling" after he heard the second TO clearance.
I think that shows a lack of understanding of their surroundings on their part as well of the tower.
