It's the FAA, take the most logical step and then do the exact opposite. This seems a little extreme if it is strategy though. I understand (sort of) wanting someone to have time on type if they have the type, but to require a four step process to have it completely validated is pretty stupid...even for them.

Well, the airplane parts do read different from the helo parts and from the current regs. The FAA says in their Final Rule "No substantive changes have been made" and "This is not a change to the existing requirements, but a clarification." Wouldn't be the first time they had a "oops" revising a reg.
There is one "or." If you have the military PIC checkout (iii) you don't need the 500 hours (iv).

Here's what NBAA rep had to say on the matter over AirMail:
NBAA is aware of the dramatic change in simulator training requirements issued by FAA at the end of August. I've spoken with the FAA regarding the problems and was told that it was an oversight in the drafting of the final rule. The Agency did not intend to force pilots back into the airplane for training.
The FAA is currently writing a change document that will amend the final rule to fix the problem you have identified. As you know, those changes take effect later this month so we're hopeful that we'll see the changes issued prior to October 20, 2009.
We'll make sure to let everyone know when the FAA releases the changes. Hope this helps. Please let me know if you need any additional information.

No, it's purely the standards to use a sim for training and a checkride. You do the checkride on the 19th, one set of rules applies, you do it on the 20th another set applies. The online version of the FARs still has the time requirements in the reg so I can't say. I get a four day oral next week (teaching recurrent to Feds), I'll ask what's up.
