It’s worded wrong if that were the intent.

The first sentence says B767-400 aircraft restricted to...........

The next separated sentence says Twys G, P, R & U restricted to ........

The first is an aircraft specific restriction. The second is a taxiway specific restriction. The two sentences wouldn’t be separated in the box like they are of it was all 767-400. No need to say All other aircraft because the second sentence applies to everyone. The first one only applies to 767-400. That’s always been my take on it.

I also think it is tied to the 10-7A reference to Pier Speed Restrictions which are applicable to all and not aircraft specific.

I hear ya. I’m just curious because if it’s a stress thing, how could a C152 or a King Air etc., cause enough stress on the pavement. I guess a call to airport management could get an answer. I know they have all that info.

FWIW the 321s operating to Miami this morning are well over 170,000 lbs. I don't believe we have that weight restriction.

That's correct, there are no special restrictions for a specific plane type other than the 767-400 at DL.

There is a new weight limit on the 321 into LGA that I just noticed on our flight plan the other day:

GA N111/19 25JAN191950Z-UFN
A321 PIER LANDING LIMIT 166200LBS/W.xxxxxxxxxx/FLTCTL/26JAN19/LV

I’ve not been landing there near this weight, but certainly a consideration in certain situations. I’m also curious if the limit applies to landing only on 13 or 22, touching down on the pier or if it applies to 31 and 04 as well considering you might need to roll out on to the pier.
