It may not be Red Flag, but ATL radios can be just as congested as the Nellis ranges. The same logic applies, correct and standardized comm helps all of us out.

Ok, let's count syllables.

"leveling 1-4 thousand"
"passing 1-4 thousand 3 hundred for 1-4 thousand"

Both are 100% clear and concise, one uses more radio time.

It isn't a US versus THEM game - it is a team effort.
ATC uses non-standard comm all the time, so do some pilots.
Sometimes it isn't a problem, sometimes it is.
ATC doesn't need to get snarky and neither do the pilots.
Professionalism on both sides of the scope.

Except that neither one is correct. Minimizing syllables doesn't trump proper phraseology.

Already been acknowledged by the OP that "leveling" isn't standard comm.
"Passing" is totally out.
Adding "for" into a transmission (unless you mean the number Four) is also incorrect.

If you're leveling - then you're level. Simply state your altitude.
If you're not, then you are "Descending" or "Climbing".

"1-4 thousand 3 hundred descending 1-4 thousand" - Not that difficult.

So then every pilot starts sucking up bandwidth saying "one four thousand one hundred, descending to one four thousand" etc.

Yep. In exchange for saving all that bandwidth, maybe we can nix the asinine "secret meaning" phrases (that SLC absolutely LOVES) and actually start saying the altitude you want us to go to.
