In theory I agree with this - coverage awards at times seem bogus but they might be legit. When the initial reserves required numbers come out prior to the first PCS run they are the best they will ever be and decline steadily from there. Often to the point where very positive reserve numbers trend steadily down as the month plays out with the available number frequently going negative a few days out. So if the company has historical data showing that traditionally XX days of XX month go negative then it would appear to be legit.
Now on the other hand if someone where to show coverage applied and the numbers being very positive and holding that way throughout the month then I would say its bogus. Remember the coverage award is being applied for how XX day will be staffed when it arrives not how it looks on the 20th of the month prior. Sometimes there is a huge change in the numbers in this time period.

In this case you solved your own problem. If you got coverage days and they're positive you can have those days off, in seniority order. Coverage days or not, the numbers are the numbers. Seniority governs both PBS and PCS. You seem stuck on the PBS results being your final schedule.

I'm 80%+ and I can get exactly what my seniority allows. I do better than most because nobody bothers to learn the system. They would rather complain about it, and PCS changes are "too hard." Again, you do you. If your seniority allows for it, it can (and is) done. Most X day moves can be done in a single template but require time and knowledge of coverage and rules for moves. My OCT schedule was done on the noon run on SEP 20. My 7AM requests were awarded and I saw a chance to improve it even more because not all weekends were taken after the first run. A senior person might get a single or two at most coverage days. That's an easy fix.

Again, seniority governs. If you can’t hold it, then you can’t hold it. That’s the beauty of ELSE START NEXT. Yes, different categories are staffed differently. Play the hand dealt is all I am advocating.

Thanks man, everybody has a firm understanding of ELSE START NEXT. The point was; you keep saying just fix it in PCS, because you have no issue at ~80%, but I and others are saying that’s not always an answer. You view the issue one way, I view it another. I see a vastly different use of pre-award coverage now vs. not that long ago and I think that’s an issue.

Thanks man, everybody has a firm understanding of ELSE START NEXT. The point was; you keep saying just fix it in PCS, because you have no issue at ~80%, but I and others are saying that’s not always an answer. You view the issue one way, I view it another. I see a vastly different use of pre-award coverage now vs. not that long ago and I think that’s an issue.
