So, unless you are the worst guy out there ( and, if so, who cares...), you will get another shot. It seems you are worried about the prep. Talk to your friends that got hired at the place that you want to work at, with similar experience. Talk to people that are going to tell you how you come across. If you succeeded in the mil for 15 years you can do this too.

I know a guy that actually got 3 tries. Wasn’t the charm, but looks like unless you are a giant screw up, you get a second chance

Friend of mine in my old squadron just got the Cog test invite with no 121 time at all.

I think the intent of the question is can someone without a military background get hired without TPIC time. The answer is yes, I have flown with several.

Now, as for too much prep, I agree you can prep too much. I pretty much stopped about a week before my interview; I realized that what I knew, I knew, and what I didn't, I didn't. The only thing I kept polishing at that point was my introduction.

FWIW I only had 3900TT with about 280TPIC when I got the CJO, all civilian.

So I got the invite for the in person interview and it says to call a number to schedule the interview. Is it normal to ring and then never get an answer? Is it just one of those things where you have to keep calling until you get lucky to get an answer?

I had to call a few times to get an answer inside of the times listed.

I called and left a message, they got back to me the following afternoon, which seems to be common these days, I have heard there is a bit of a backlog.

I called Monday and left a voicemail as I was having the same tribulations you were. Tried again today and got through, she said I was on the callback list for this afternoon.
