What is our obligation to answer a phone call from the CPO when we are sick and not on duty? I rarely answer my phone when I'm well, let alone when I am sick. How exactly does a good faith call work if you have zero obligation to actually answer the phone?

If they did that to me I would def start using more sick leave.
If they did it to me any little ache, throat scratch or cough would have me doubting my ability to fly for at least a year.

Sadly, it wouldn’t be a contract violation even if he had less than 50 hours of sick leave usage in the preceding two years. That provision doesn’t apply to GFB, only to the other verification triggers (see 14.F.6.a).

The TA does prohibit that specific scenario. But it still doesn’t go far enough in clamping down on GFB, IMHO.

You never, ever have to answer the phone. Ever.

However, in some circumstances (like on Short Call, or when the CPO leaves you a message), you must respond in a reasonable timeframe. You can't just ignore the CPO ad infinitum.
