PBS notepad 24–03 was released yesterday, and should settle all of these arguments. PBS will not award a rotation on the two PVPP days (the 48 hours off before PVAC). Also, as several folks predicted, PVPP do not prorate X days. Each PVPP day will simply count as an X day.

There are a few more details on a few nuanced situations, which you can read in the notepad. Like sliding PVAC into coverage (only if your category has an extra X day), and how vacation slide works with PVPP attached. For example, they slide as a block, and the 'slide' start date will be first day of the PVPP.

If only we knew this *before* we had to make the selections and be unable to change it for the rest of the year.

Agreed. I chuckled when i saw the company put out a "FAQ" about it a week or two after PVAC was awarded.
