There’s also a strong lawyerly argument that we are not in public once through security. The Supreme Court ruled that an airport is a nonpublic forum.

FWIW, the FOM says, "Wearing the hat during the exterior preflight is optional, although it should be removed if it presents a safety hazard, e.g., wheel well inspection". I chuckle at their example of "safety hazard"... Other than retirement photos or other media stock, I have personally never witnessed a Hat on the ramp.

Also FWIW, this whole discussion is silly.

See the hats on pre flight in the ATL quite frequently.... Mostly folks doing walk around in the baby bus
