I had a 4 day carry-out trip March to April that started 3/31. I swapped for a 2 day carry-out that started the same day.
I did that swap right after March line awards. If I had waited until April bids were closed but not awarded, it would not have been approved.

Guidance has been provided on where exactly to look. I assure you your interpretation of the provided PWA references is incorrect. Tennisguru provided the plain language from the SRH.
You *absolutely* can drop or swap a carry-out rotation starting with the PCS run on the 20th of the month prior to the month you’re attempting to work with. 23B1 second to last row….
The stipulation is that from 20th at 0700 through the 11th at 1800 you may do this to any rotation as long as the rotation to be removed via the swap or drop does not infringe on an APD holiday period (-2 days through +1 day of any listed APD holiday).
If you really want the correct answer you can also use the official means of contacting the experts. That way it’s not internet hearsay.

Forget and forget/redo (now gone), are bids that if you're not sure of what you're doing, can really screw up a bid. To some extent, you're doing exactly what denial mode would do for you. But I get why some use it. Another case of something similar is the guys who use 200 bid lines with CSSN. They're just doing the work of denial mode for maximum control.
If they were real heroes, they'd have default bid in so they don't screw themselves the following month. I get shutting out work, but it's something we have to do every single month of our careers, I'm not sure how you forget about that...especially when it has such a direct impact on your QOL.

I used to wait till I had the perfect bid and then submit. Now whenever I even start looking at the bid package, I submit what I got just in case, because most (hopefully me) only forget to bid once, but you never know.

I just gave one away on the swap board two days ago, a 5 day (2 in period, 3 carryout) with mucho block, not my idea of a good trip, but I believe some of the marginal lineholders like them once they can hold a line because it helps ensure they can get a line the following month with a trip that has quite a bit of carryout credit.

Dude you can just drop it anyway as long as there is adequate coverage in April. May is always assumed to have positive coverage. You could also use an APD or IVD if the April portion doesn't have positive reserve coverage.

I used to wait as well, then one da I built the perfect bid, hit submit and just got the spinning wheel of death. I couldn't even save it and had to close out and rebuild from scratch. Now I submit after few lines, but that downside to that is if you don't finish it, it negates a good default bid. I always try to leave my bids in a state I'd be ok with if I forget to finish lol. That's the reason I use the John Bell reserve line simulator every month. I once set a pattern that was Kobayashi Maru of reserve bids and put little effort into my backup line bid. If there is a way to screw oneself, I've found it.

I think the two biggest issues are
1) makes it a little harder to figure out the pay
2) the carry out portion of the rotation can change, so just because it had a 30hr layover in Aruba when your April schedule was awarded, the May portion can change when bidding for May occurs.
