People aren't picking up SS for 3 reasons:
1. As mentioned, many people simply don't have enough WS pickup limit/time off to fit a 3-5 day SS on their schedule.
2. The ones that do have enough pickup limit (especially the senior ones) aren't going to pick anything up that would reduce what they can get via 23m7 farming
3. All these SS are crap bid packet trips. Why fly a long, crappy trip (that also reduces your chances of 23m7, see above) when there are so many easy, broken trips going out via QS/IA? You can fly a crappy 3-4-4-3 4 day trip or 2, 2 leg QS on the same days for the same pay.

They've actually been putting some good trips up for Silver Slip. The problem is, for the bottom 90%, SS rarely make it past the top 10% in category and never make it past the first PCS.

well considering staffing is so bad tha with the pre posted rest crap only the top few people can drop trips, it does not help but only the uber senior.

A RES pilot with pre-posted rest shows as unavailable. This can change a blue-day black, especially when CS pre-posts rest on every pilot on their last day of a block. I've seen 6 pilots at a time have PPRest on the same days-of-availability grouping.
Black days (or even 25% level) = no drop, no APD, no IVD.
