Do we have to wait until we report to book a DH Deviation at the end of a trip? Or can we book it before the trip starts?

You have wait until report. If you have a front end DH as well, the time is the original report time not when you deviate.

I was always under the impression that you had to complete your trip before you could request to deviate from deadhead. That's what I've always done.

That's what I remember, but with all these LOAs, MOUs, CDCs, MCDUs, NATS, WARTS, blah, blah, blah I wasn't sure if anything changed.

I always look up the flight I want to back end deviate on, sign in, then go straight to icrew and do the deviation. That way I'm as far out as possible for booking it (highest chance for the flight I want being open).

I flew with a former Pan Am guy who told me that was hired in the late eighties after they hadn't hired from the years 1966 till 1986. This was hard for me to believe. I mean, some guys had to retire during that time frame. So I found a second Pan Am guy who set it straight. It was 1966 till 1987.

imho. The jr guys should be thanking their lucky stars they are not furloughed now. Look around and stop the whining. Especially you hockey. The economy is weak everywhere, and for some reason Delta has been carrying an excess. We could have easily furloughed the last few years, but they keep offering just enough early outs to mitigate that.
