When the De Ice crews don't show up because the roads leading to the airport are impassable, and the airplanes are covered with an inch of ice, no runway, no matter the cost, will be used.
All that and you know what? They still haven't "Solved the Problem" that causes delays in snow storms, and that is to De-Ice the AIRPLANES!!
