Since when? I've done more than my fair share of MEX and haven't gotten the override. I don't think any cities in Mexico or Canada pay the override. One of my recommendations for C2015 that was never attempted.

Not on the beach didn't get a chance to go look, Captain said it was ok. Not alot of food choices around from what I saw but can take a cab relatively easy.

139. International pay” means an hourly pay premium paid to a pilot for flight time flown in an international operation.
137. “International operation” means a flight segment to or from an airport, or between airports, located outside the contiguous 48 states of the United States. Exception: A flight segment between an airport located in the Mainland United States and either Canada or Alaska will not be considered an international operation
Flew to Mexico in three rotations last month and the international pay is on my time card

I'd look at your PAS again. There's a column for each rotation that has either "D" for Domestic or "I" for International. My PAS has always had international block and per diem separate from all my domestic flying.
If yours isn't showing as such, I'd contact ALPA because you're getting the shaft.
