They may have moved after a one year new hire seat lock expired or after a traditional two year training seat lock. The ER was not offered as a new category at any base so I can guarantee nobody "moved from their seat lock " early.

If this helps, I was a Dec 2015 Captain SSP CJO for 9E and I am projected for the second July 2016 indoc.

Quick question. How do they do seniority with new hires with 9e guys in the class? are the 9e guys first then street or all mixed together?

One big happy family on day one. In my class the most senior and the most junior were two endeavor guys with a class off about 50/50 Mil and Civ.
